Meeting of the Government of the Republic of Tajikistan

On July 29, a meeting of the Government of the Republic of Tajikistan was held under the chairmanship of the Founder of Peace and National Unity — Leader of the Nation, President of the Republic of Tajikistan, Chairman of the Government of the Republic of Tajikistan, Honorable Emomali Rahmon.

Initially, the meeting focused on the results of the socio-economic development of the Republic of Tajikistan in the first half of 2024 and the tasks for the second half of the year.

The President of the Republic of Tajikistan, Honorable Emomali Rahmon, comprehensively analyzed the results of socio-economic development in the first half of 2024 and set specific tasks for the government to eliminate shortcomings.

The Head of State, Honorable Emomali Rahmon, noted that thanks to the constructive and consistent steps of the Government of the Republic of Tajikistan in January-June 2024, it was maintained the positive trend in the development of the national economy, as well as it was continued the process of increasing production volumes in most real sectors of the national.

It was emphasized that in January-June 2024, the rate of country’s economic development was ensured at the level of 8.2%, and the volume of gross domestic product amounted to 61.7 billion somoni.

During this period, the development of the national economy was ensured mainly due to an increase in the volume of industrial production by 11.5%, agriculture — by 9.6%, financing in fixed capital — by 15.7%, trade turnover — by 11.9%, paid services — by 16.6%, cargo transportation — by 13.8%, passenger transportation — by 9% and foreign trade turnover — by 29.3%.

The President of the country emphasized that the inflation rate for this period was 1.9 %.

The state budget income plan for January-June 2024 was fulfilled at the level of 107.9%, and the budget received 21.2 billion somoni, which is 1.5 billion somoni more than the plan.

In order to achieve the fourth national goal – country’s accelerated industrialization, it was instructed to take urgent additional measures towards the commissioning shut-down capacities and preventing the process of shutting down industrial enterprises, in particular, preventing the process of reducing the volume of production of a number of industrial products.

The Government of the country was instructed, in collaboration with ministries, departments and local executive bodies of state power, to eliminate existing problems and obstacles, in accordance with previous instructions, through the effective implementation of adopted strategies and programs, to ensure the rate of development of the country’s economy at a level of at least 8 percent and to qualitatively and timely fulfill the planned plans.

The heads of state structures and bodies were instructed to use all opportunities and resources to ensure the effectiveness of the activities of the national economy sectors and to take additional measures to achieve the country’s strategic goals.

It was considered necessary to prioritize issues of preventing the impact of potential risks on the national economy, forming a “green economy”, digitalizing the process of providing public services and expanding cashless payments by the end of this year.

Some of the most important issues in this process are the efficient use of existing capacities, organizing new production enterprises, creating additional jobs, increasing the competitiveness of domestic products, strengthening the country’s export potential and improving the quality of social services.

Responsible persons were instructed to ensure effective results of digitalization of various sectors of the national economy, especially in the direction of full electronic and remote provision of all public services.

The relevant ministries and departments were instructed to take measures to strictly implement cashless payments for public services, especially in healthcare, education, housing and communal services, environmental protection and its structures, civil registration departments and state notary offices of cities and districts.

The President of the country gave specific instructions to the relevant ministries, local executive bodies of state power and state enterprises on the high-quality and full implementation of the revenue side of the state budget in 2024.

It was instructed to take effective measures to attract new sources of income to the state budget, as well as to reduce tax arrears and prevent the emergence of new arrears.

Responsible persons have been instructed to take the necessary measures to timely fulfill the state’s social obligations, especially in the direction of full payment of wages to social workers, pensions, compensations and benefits, improving health care, and ensuring a plan for financing socio-economic spheres.

The State Committee for Investments and State Property Management and the centers for implementing state investment projects were instructed to ensure the timely implementation of state investment projects and take timely and decisive measures to eliminate existing shortcomings.

President of the country instructed the State Committee for Investments and State Property Management, ministries and departments, and executive bodies of state power to take effective measures to attract more direct foreign investment into the country’s economy.

Other important instructions of the President of the country were to ensure competitiveness in the global market and search for new markets, organize the production of finished products with high added value, strengthen the country’s export potential, present domestic goods and products abroad, and create favorable conditions for exporters.

The relevant departments were instructed to take specific measures for the timely and high-quality implementation of projects to reduce electricity losses in cities and districts of the country.

It was considered necessary to ensure the implementation of a billing system, full accounting of energy consumers and timely collection of funds from the population, organizations and enterprises together with local executive bodies of state power.

The Government of the country was instructed to intensify work on the use of alternative and renewable energy sources, including the construction of solar power plants, in order to increase electricity generation capacity and ensure energy conservation.

Instructions and orders were given on the widespread introduction of re-seeding, increasing the area of permanent greenhouses, building refrigerated chambers for storing products and regularly providing the population with fresh produce, increasing land fertility and crop yields, as well as digitalizing the industry.

The ministers of economic development and trade, finance, the Chairman of the Tax Committee and the Head of the Customs Service, as well as heads of other relevant bodies made reports on the results of socio-economic development of the Republic of Tajikistan in the first half of 2024.

During the meeting, the draft Law of the Republic of Tajikistan “On Amendments to the Civil Code of the Republic of Tajikistan” and the Law of the Republic of Tajikistan “On Amendments to the Law of the Republic of Tajikistan “On State Social Insurance” were discussed and sent for consideration to the Majlisi namoyandagon Majlisi Oli of the Republic of Tajikistan.

It was discussed an Action Plan for the Financial Protection Strategy against Natural Disasters in the Republic of Tajikistan for the period until 2037 for 2024-2026, issues of the Technological Park of Software Products and Information Technologies and the creation of the Limited Liability Company “Technological Park of Software Products and Information Technologies in Dushanbe”, as well as it was made relevant decisions.

Following the meeting, the President of the country, Honorable Emomali Rahmon, once again drew the attention of the heads of government agencies to the mandatory and strict implementation of the instructions of the Government of the Republic of Tajikistan.

Specific instructions and orders were also given to prepare for a worthy meeting of the 30th anniversary of the adoption of the Constitution of the Republic of Tajikistan and the 35th anniversary of State Independence of the Republic of Tajikistan.
